ABOUT THE OPPORTUNITY
To support the ONE Campaign in developing, refining, and implementing a transformative policy agenda for health financing in Africa. This consultant will play a central role in preparing for the several regional convenings including a Bellagio Convening and driving the preparatory activities required to create a viable and actionable strategy for sustainable health financing in Africa. This agenda will emphasize sovereignty, systemic reform, and both short- and long-term strategies for impactful health outcomes. This is a 6 months consultancy with possibility of renewal based on performance outcome.
SCOPE OF WORK
- Policy Analysis and Research
In collaboration with the ONE Policy team:
- Conduct a comprehensive review of existing health financing models, systemic challenges, and opportunities for reform within Africa’s political and economic contexts.
- Identify and evaluate systemic reforms necessary to ensure health financing sovereignty in African nations, with a focus on sustainable domestic financing, fiscal policy adaptations, and accountability mechanisms.
- Assess the impact of climate change, economic volatility, and competing global priorities on current health financing initiatives
- Synthesize findings into concise briefing papers and policy memos to inform ONE Campaign’s broader advocacy and convening strategy.
- Strategic Convening and Stakeholder Engagement
- Collaborate with ONE Campaign’s team to organize and structure regional pre-convening meetings, ensuring that key stakeholders are engaged and prepared to provide input on the strategic agenda – at the sidelines of the AU Summit in Ethiopia, another in Europe and third in the United States
- Design and execute a stakeholder engagement plan to engage regional, national, and global leaders, including government officials, civil society organizations, and influential voices in health financing.
- Develop background documents, agendas, and talking points for ONE Campaign’s leadership to facilitate discussions at the convenings
- Lead the documentation and synthesis of discussions from pre-convening sessions to ensure alignment and readiness for the main convening event.
- Implementation Plan Development
- Work with ONE Campaign to create a comprehensive implementation plan for health financing reforms, aligned with the key objectives outlined based on the regional and Bellagio Convenings.
- Define clear milestones, timelines, and responsibilities across three horizons (H1: 2025-2026 | H2: 2027-2030 | H3: Beyond 2030), ensuring balance between immediate priorities and long-term systemic reforms.
- Outline a sequenced roadmap for policy adoption and advocacy actions, taking into account political cycles, economic reforms, and institutional strengthening.
- Devleop a budget and manage in order to deliver on the plan.
- Catalyzing Action and Building Advocacy Framework
- Identify and map key influencers, stakeholders, and political mechanisms that can drive progress on the agenda developed with the regional convenings and at the Bellagio Convening.
- Develop an actionable advocacy framework, emphasizing the need for a paradigm shift in global health financing to reflect Africa’s evolving priorities.
- Support the drafting of a declaration of intent and commitment for participants and partners at the convenings outlining mutual goals and next steps.
- Craft letters, lead administrative and logistics efforts to ensure appropriate stakeholders are invited and attend the regional convenings.
Deliverables:
- Policy Analysis and Recommendations: A comprehensive analysis report highlighting priority policy solutions for sustainable health financing in Africa and a policy brief summarizing key findings and recommendations.
- Stakeholder Engagement Documentation: Detailed agendas, background papers, and synthesized notes from pre-convening sessions.
- Implementation Plan: A sequenced and milestone-based roadmap for health financing reforms across H1, H2, and H3.
- Power Map and Advocacy Framework: A political influence map and an advocacy framework to support ONE Campaign’s long-term strategy.
- Draft Declaration of Intent: A formal declaration draft for endorsement by Bellagio Convening participants.
Qualifications:
- Advanced degree in public health, economics, public policy, or a related field.
- Minimum of 8 years of experience in health financing, public policy, or global health in Africa.
- Proven experience in conducting policy analysis and developing multi-stakeholder strategies.
- Strong understanding of public health in Africa including health financing mechanisms, donor relations, and development finance.
- Excellent organizational, writing, and communication skills, with demonstrated ability to engage and influence high-level stakeholders.
- Strong project manager adept and juggling multiply projects to deliver on time and within budget
- Ability to work independently and manage multiple priorities in a fast-paced environment.
